Outline: Drug Testing Welfare Recipients
I. Introduction
a. Attention Getter: More than 40 million Americans are receiving welfare such as
food stamps and another 10 million are receiving unemployment.
b. History/Background of the issue: Discuss history of increasing welfare rates and the number
of people who are receiving welfare and are abusing drugs.
c. Thesis Statement: Americans who can afford to buy drugs can afford to buy other
necessities without the help of the government who supply them with welfare.
II. Main Point #1; I believe that my tax payer money should not fund those who buy illegal drugs.
If they can afford drugs they can afford to buy food and or other necessities. American’s tax
dollars should not be spent on those who abuse drugs.

III. Main Point #2: Secondly, states should use advanced technology by using more biometric
screenings to prevent people from abusing welfare programs.

states that do not.
IV. Counter Argument: Some people may argue that drug testing will be a cost burden.
a. Tax payer’s money should not to go fund people who abuse drugs who are on welfare.
b. Drug testing may prevent people from applying for welfare and may force them to find a
job helping the government save money.
c. By saving the government, more programs can be built for people who are in need to help
come off of welfare.
V. Rebuttal: People accuse the government of abusing their 4th Amendment however; people who
apply for jobs also are drug tested before getting hired.
a. People have become very lazy and dependent on the government
b. Even though it may seem that jobs are scarce, people who should rely on drugs to get them
through difficult times and then in turn ask the government to support them.
c. Rehabs centers and programs are available to assistant people who need help recovering
from drug abuse.
